Chatbot development in Islamabad
We build WhatsApp and web chatbots from our office in E-11, Islamabad, for development programmes, public-facing organisations, ISPs and large offices. They answer from your current documents, take complaints down properly, and pass anything difficult to a person.

Chatbot Development for Islamabad
In Islamabad, message volume tends to follow institutions. A donor-funded programme opens registration and people ask whether they qualify, what documents they need and when a payment will arrive. An organisation publishes a recruitment or admission notice and the same handful of questions arrives over and over. A fibre provider has an outage and its WhatsApp fills within the hour. Most of these questions repeat, and most have a correct answer somewhere in a notice or policy. The difficulty is that the notice changes, sometimes twice in a month, and the people asking cannot tell an old answer from a new one.
That makes staleness the main risk for an institutional chatbot. A bot that confidently repeats last month's eligibility rule does more harm than a phone nobody answers. We ground every answer in your current documents, show the source and its date, and make updating the content a task for your own programme or communications staff, not a request to us. Complaints are handled differently: the bot records them, issues a reference number and routes them to a person. It never decides a complaint or promises an outcome.
The people writing to an Islamabad organisation come from every province. They type in English, in Urdu script and in Roman Urdu, and many send voice notes, sometimes in Punjabi, Pashto, Sindhi or Saraiki, because speaking is easier than typing. Urdu voice notes transcribe reasonably well; regional languages vary, so we measure on your own messages and route what the bot cannot follow to a person. Our office is at Zafar Heights, E-11/2, so we can sit with your helpline staff, go through real conversations with personal details removed, and agree what the bot must never answer.

What is specific
Built for Islamabad
Answers with a date on them
Institutional information expires. Each answer is drawn from a named document and says when it was issued, so a reader can tell a current notice from an old one. When your staff upload a replacement, the bot uses it straight away and stops quoting the version it replaced. If nothing current covers a question, it says so and offers a person.
Complaints go to people
Programmes and public services need a complaint route people will actually use, and WhatsApp is where they already are. The bot takes the complaint in the person's own words, issues a reference number, routes it to the responsible officer and lets the complainant check its status. Sensitive categories, such as harassment or fraud allegations, skip the questions and go straight to a named person.
Staff questions answered from the manual
Large offices run on manuals nobody can find: HR policy, travel rules, procurement thresholds, security procedures. An internal assistant over those documents, available in Teams, Slack or WhatsApp, answers staff with a pointer to the exact clause. It respects who may read what, so a confidential annex never reaches someone without the right access.

What else we build in Islamabad
Chatbot Development in Islamabad: common questions
Can we work through the design with you in person?
Yes, and it helps. Our office is at Zafar Heights, E-11/2, a short drive from most of Islamabad and from Rawalpindi. The most useful session puts your helpline or communications staff in a room with us and a sample of real conversations, with personal details removed. In an afternoon we can agree what the bot handles, what it passes on and what it never touches.
How does the bot stay right when our notices keep changing?
By answering only from documents your staff control and treating each one as dated. Upload a new notice or mark an old one as withdrawn, and the bot follows immediately. Every answer names its source, so a wrong answer can be traced to a document and fixed there, once. Questions no current document covers get an honest reply and an offer of a person.
Can a chatbot take complaints for a donor-funded programme?
It can take them in, which is often the hard part for a small programme team. It records the complaint, issues a reference number, routes it to the right officer and lets the complainant check progress. It should never judge a complaint or promise an outcome. Sensitive categories go straight to a named person, and reporting shows volumes and response times in the form your funder asks for.
Our users send voice notes in several languages. Can the bot cope?
Partly, and we measure which part before launch. Urdu voice notes transcribe well enough to handle most routine questions. Punjabi, Pashto, Sindhi and Saraiki are less reliable and vary with accent and background noise. We test on a sample of your real messages, let the bot handle what it understands confidently, and send the rest to staff with the audio attached.
Will our users' messages leave Pakistan?
Anything sent over WhatsApp passes through Meta's platform, whatever else is decided, so for the most sensitive cases the channel itself is a choice to make. Beyond that, the model and the conversation store can run in a Gulf cloud region, which suits most organisations, or on infrastructure in Pakistan where your rules require it. Identifiers such as CNIC numbers are masked before text reaches a model either way.
Chatbot development in Islamabad?
Tell us what you are building. A senior engineer reads every enquiry, and being registered in Islamabad means meeting in person is a short drive rather than a flight when a decision needs one.
- 01A senior engineer reads it. Not a form queue, and not an account manager.
- 02We reply either with questions or with a straight answer that we are not the right fit.
- 03If it looks like a fit, a technical call with the person who would actually run the delivery.
- 04Then scope, effort and risk in writing, before anyone signs anything.
