Software house and development company in Islamabad
Yarqat is an Islamabad software house with its office in E-11/2. We build custom software, AI and cloud systems, and the senior engineer you meet at the first conversation is the one who runs the delivery.
Part of our work across Pakistan: software house in Pakistan
§ 01
The market
Building software for Islamabad
Islamabad buys software differently from the rest of Pakistan. It is the federal capital, so much of the demand comes from institutions: ministries and their attached departments, federal regulators such as the SECP and the PTA, the Pakistan Software Export Board, the National Information Technology Board, and the head offices of the telecom operators. Around them sits a large development sector of donor agencies, embassies and international NGOs running grant-funded programmes. Blue Area is the commercial spine, the rest of the city is organised into its lettered sectors, and a lot of what gets bought here arrives with an approval file, a board or a donor attached.
This is also where we are. Yarqat SMC Private Limited is incorporated in Islamabad and registered with the SECP, and our only office is on the fourth floor of Zafar Heights, Main Double Road, E-11/2. For an Islamabad client that changes the practical side of a project. A requirements workshop can happen around a table rather than over a patchy video call. A programme manager can see a working build before a donor review. When a decision needs three people in one room, we can be in that room, and the people you meet there are the people who build.
The other half of the city's demand is younger. NUST, COMSATS, FAST and Quaid-i-Azam University produce a steady flow of engineers and founders, and Ignite, the national technology fund, is based here too. Many products started in Islamabad are sold abroad from the first release, which means English-first interfaces, billing that works for overseas customers, and a codebase an investor's technical adviser may one day read. We are a small, senior team. Whoever scopes your work runs it, there is no account manager in between, and the code and documentation are yours when we finish.
§ 02
What is specific
What building for Islamabad actually requires
Reporting a donor will accept
Grant-funded programmes are judged on their reporting. A monitoring and evaluation system has to keep a beneficiary registry free of duplicates, collect data from field teams whose tablets go days without signal, disaggregate each indicator the way the log frame requires, and leave an audit trail an evaluator can follow. We design the data model around the indicators first, because a registry built before anyone agreed what to count is how reports end up being assembled by hand.
Hosting settled before the build
Plenty of Islamabad software can run in a Gulf cloud region like any other product. Some cannot: a public-sector system, or one belonging to an SECP or State Bank regulated company, may need its data in a Pakistani data centre or inside specific controls. The 2022 Cloud First Policy put cloud on the table for public bodies, but where each kind of data may sit is still the first question. Your compliance team settles it; we build to the answer.
Meetings in the same city
Most Islamabad clients are a short drive from E-11, and that speeds up the slow parts of a project. We run discovery workshops in person, walk through draft screens with the people who will use them, and attend the review where whoever holds the budget signs off. Everything in between happens on calls and in shared tooling, as it would for any client, but the decisions that need a room get one.
§ 03
Working together
How working with us goes
- 01
A first meeting at our office or yours
A free consultation with the engineer who would run the delivery, on Main Double Road or wherever you work in the city. We cover what you need, the constraints you are under, and whether we are the right fit.
- 02
Scope written for your file
The approach, the risks and a realistic cost range in rupees, in writing. For institutions and donor-funded programmes we lay it out so it can go straight into an approval or procurement file.
- 03
Reviews in person when they help
Working software at every increment, in an environment you can open whenever you like. When a demo lands better with everyone at one table, we bring it to that table.
- 04
Handover to your own people
Code, documentation, infrastructure definitions and a walkthrough for your IT team or your next vendor. Nothing is held back to keep you dependent on us.
§ 04
Services
What we build for Islamabad clients
Project delivery, owned end to end. We take on the outcome rather than supplying engineering hours.
Working with Yarqat in Islamabad
Where is your office in Islamabad?
On the 4th Floor of Zafar Heights, Main Double Road, E-11/2, Islamabad. It is our registered office and our only office. If you would like to meet there, book a consultation or call +92 339 0800030 first, so that the engineer who would run your project is there to meet you rather than whoever happens to be in.
Is Yarqat a registered Pakistani company?
Yes. Yarqat SMC Private Limited is a single member company incorporated in Islamabad under the Companies Act, 2017 and registered with the SECP under CUIN 0355440, which you can check against the SECP's own records. You contract with a Pakistani company, you are invoiced in rupees, and the office you can walk into is the one on the registration.
Can you build a monitoring and evaluation system for a donor-funded programme?
Yes. We start from your results framework and the reporting your donor expects, then design the beneficiary registry, field data collection and indicator calculations around them. Field apps work offline and sync when a signal returns, every change is logged for evaluators, and reports export in the format the donor asks for instead of being rebuilt in spreadsheets each quarter.
Our organisation has its own IT team. How would that work?
Usually well. We agree early which parts your team will own after launch, involve them in the architecture decisions, and review code with them as we go instead of presenting a finished system at the end. Being in the same city helps here: a few working sessions side by side, at your office or ours, do more for a clean handover than any document.
We are an Islamabad startup selling abroad. Can you build for that?
Yes, and it changes a few decisions early. The interface is usually English-first, the code should survive an investor's technical due diligence, and billing needs planning because Stripe does not onboard Pakistani merchants, so a template built around it will not fit. We scope a first version small enough to put in front of paying customers quickly, and structure it to grow without a rewrite.
Have a project in Islamabad?
Tell us what you are building or fixing. A senior engineer reads every enquiry, and since we are registered in Islamabad we can meet in person when a decision genuinely needs a room.
- 01A senior engineer reads it. Not a form queue, and not an account manager.
- 02We reply either with questions or with a straight answer that we are not the right fit.
- 03If it looks like a fit, a technical call with the person who would actually run the delivery.
- 04Then scope, effort and risk in writing, before anyone signs anything.
