Custom software development in Islamabad

We build custom software from our office in E-11, Islamabad, for organisations that answer to a donor, a regulator or a body of members: monitoring and evaluation platforms, beneficiary registries, housing-society ledgers and internal case systems.

Custom Software Development for Islamabad

A large share of the software commissioned in Islamabad is for organisations that have to account to someone else. A donor-funded programme has to show its funder where the money went and what it changed. A company that deals with the federal regulators has to produce records on request. A housing society has to explain every plot file, instalment and transfer to members who are watching closely. In most of these places the real system is a set of spreadsheets emailed between offices, a register in a cupboard, and one person who knows how they fit together.

That is where custom software does well here, because no packaged product fits a results framework written for one programme, or a society’s own rules on transfers and surcharges. We build the system of record: a beneficiary registry that checks CNIC numbers for duplicates, indicators calculated from the underlying records instead of typed into a report, a member ledger where each file can be traced from allotment to its latest transfer. For publicly funded or regulated organisations, where the data lives is settled at the start. Some workloads need a data centre inside Pakistan; others can sit in a Gulf cloud region for speed.

Yarqat is registered in Islamabad, and our only office is on the fourth floor of Zafar Heights, on Main Double Road in E-11/2. That makes the early part of a build easy to do properly, when the domain model is being argued over and the people who run the process need to be in the room. We can come to you in Blue Area, the I-9 industrial area or across the boundary in Rawalpindi, or you can come to us. The engineer who scopes the system runs the delivery, and at the end you own the code, the documentation and the hosting accounts.

§ 02

What is specific

Built for Islamabad

  • Reports that reconcile to the records

Donor reporting often means a week of merging field spreadsheets before each quarter closes. We compute indicators from beneficiary-level data, broken down the way your results framework asks (by district, gender or activity), so the report is a query you can rerun and every number can be traced to the people it counts.

  • Plot files and instalments, one ledger each

Societies across Islamabad and Rawalpindi sell plot files long before possession, and one file may change hands several times. We model the file as the unit: allotment, instalment schedule, late-payment surcharges, transfers and the no-demand certificate at the end, so the balance on any file comes from its own history and nobody has to rebuild it from old registers.

  • Hosting chosen with the rules in view

Public-sector and regulated organisations can face limits on where data may sit, and since 2022 the federal government has had a Cloud First Policy. Some workloads belong in a Pakistani data centre, others in a Gulf cloud region for latency. We make that call with your IT and compliance people before the architecture is drawn, because moving it later means rebuilding.

Scope

What we build

Project delivery, owned end to end, for Islamabad clients.

  • Monitoring and evaluation platforms: beneficiary registries with CNIC duplicate checks, indicator tracking against your results framework, and exports in the format your donor asks for
  • Housing-society management systems covering member files, allotment, instalment schedules, surcharges, transfers and no-demand certificates, with a ledger per file
  • Internal case and file-tracking systems where every decision carries an owner, a date and the documents behind it
  • Offline-capable Android apps for enumerators and field staff, collecting data where there is no signal and syncing when they are back in coverage
  • Integrations with the accounting, HR and SMS systems you already run, and with bank payment files, so each record is entered once
  • A full handover on hosting you control, in a Pakistani data centre or a Gulf cloud region: source, documentation and runbooks

Custom Software Development in Islamabad: common questions

Where is your office, and can we meet there?

Our registered office, and our only one, is on the 4th Floor of Zafar Heights, Main Double Road, E-11/2, Islamabad. You are welcome to come in, and we are just as happy to come to you anywhere in Islamabad or Rawalpindi. For scoping sessions with programme, finance and field staff together, a morning round a table usually gets further than a week of calls.

Can you build an M&E system around our donor’s reporting requirements?

Yes, and we ask for the results framework and the donor’s reporting template before anything else, because they decide the data model. Indicators are calculated from the records instead of entered by hand, every figure can be traced to its source, and changes are logged. Whether a donor accepts a given report is their decision; our job is to make the numbers easy to defend.

Does our data have to be hosted in Pakistan?

That depends on your organisation, your funder and your regulator, and it is a question for your compliance people to answer. What we do is design for the answer: a Pakistani data centre where local hosting is required, a Gulf cloud region where latency matters and nothing prevents it, and a clear record of where each kind of data sits.

Our society’s records are in registers and old Excel files. Can you bring the history across?

Yes, and the migration is often the biggest part of the job. We rebuild each file’s history from what exists, reconcile balances against receipts and bank records, and list every mismatch for your accounts team to decide instead of quietly picking a number. It is slower than a straight import, but a ledger that members can challenge has to start from agreed figures.

What happens to the system when the programme or contract ends?

It should keep running without us. Funded programmes close, hand over to a government counterpart or roll into a successor project, and the software has to survive that. You get the source, documentation, deployment scripts and runbooks on accounts you own, so whoever inherits the system can operate it and change it.

Custom software development in Islamabad?

Tell us what you are building. A senior engineer reads every enquiry, and being registered in Islamabad means meeting in person is a short drive rather than a flight when a decision needs one.

  1. 01A senior engineer reads it. Not a form queue, and not an account manager.
  2. 02We reply either with questions or with a straight answer that we are not the right fit.
  3. 03If it looks like a fit, a technical call with the person who would actually run the delivery.
  4. 04Then scope, effort and risk in writing, before anyone signs anything.

Two fields required. We reply to real enquiries. No list, no sequence.
